On the table refugee, Summit
The refugee crisis will be the focus of the new Summit convened in Brussels. The leaders of the EU member states will discuss on Thursday a draft agreement between the EU and Turkey on refugee / immigrant.
The final text, as planned, will be finalized with the Turkish Prime Minister Ahmet Davutoglu, who goes today in Brussels.
The draft was late yesterday by the President of the European Council Donald Tusk to the leaders of states - EU members.
According to the draft, which reported the Reuters agency, the EU and Turkey "decided today to put an end to illegal immigration from Turkey to the EU", based on eight points, which are as follows, in summary:
1. All new illegal immigrants coming from Turkey to the Greek islands will be returned to Turkey. All migrants who come to the islands will be recorded and those who did not apply for asylum or those whose asylum applications have been rejected are returned to Turkey.
Turkey and Greece, with the assistance of institutions and EU institutions will take the necessary measures and to agree bilaterally on any necessary adjustment, including the presence of Turkish officials in the Greek islands, to ensure cooperation and the smooth operation of these settings. The costs will be covered by the EU.
Immigrants already in the Greek islands will be transferred to reception centers in mainland Greece.
2. For each Syros will be returned from the Greek islands to Turkey, another Syros be resettled from Turkey in the EU. Priority will be given to immigrants who have not tried to illegally enter or have entered in the past the EU illegally. If cover refugees positions are provided, the mechanism will be reviewed.
3. Turkey will take all necessary measures to prevent the creation of new marine and terrestrial migratory routes from Turkey to the EU will work with neighboring countries and the EU for that purpose.
4. When illegal inputs inputs between Turkey and the EU, the Draft Voluntary Humanitarian Entry and EU members will be activated have stopped or at least reduced significantly will contribute voluntarily to this project.
5. The visa abolition process will accelerate for Turkish citizens traveling to the EU by the end of June 2016.
6. The EU, in cooperation with Turkey will accelerate the payment of the initial allocation of 3 billion euros for refugees in Turkey and ensure funding for persons under temporary protection in Turkey before the end of March. The maximum that can be given to Turkey by the EU for refugees is another 3 billion by the end of 2018.
7. The EU, in cooperation with Turkey, will be prepared for the decision of opening new chapters in the negotiations for EU membership as soon as possible on the basis of the European Council conclusions of last October. (Chapter 17 opened last December.)
8. The EU and its members will cooperate with Turkey in any joint effort to improve the humanitarian conditions in Syria which would allow the country's population and refugees to live in areas that are more secure.
