EU: Proposal for setting up a European border guard coastguard
The proposal for the establishment of a European border guard coastguard to patrol the EU's external borders is expected to present the European Commission today.
Noting that the refugee crisis has highlighted the weaknesses of the present system of control of the external borders of the EU and the lack of coordination between Member States, the Commission proposes the creation of a European agency for border surveillance, which will replace the FRONTEX.
According to the draft Commission proposal, Member States could be addressed in this new institution if they are facing a serious problem at their borders.
Only in exceptional cases, in crisis situations at the external borders if a Member State is not able to cope with the crisis, that body can intervene immediately sending staff to guard the border.
The European Agency for guarding borders will employ around 1500 people who will come from national customs, while its cost is expected to reach 280 million. Per year, ie twice compared to the annual cost of FRONTEX.
O new agency border control will constantly analyze the situation at the external borders of the EU, in order to avert crises will have the authority to cooperate with third countries, in particular the Western Balkans, will assist in the identification and fingerprinting of immigrants .
