Senior officials of the Federal Committee of the PSOE meeting in Madrid decided by a large majority --139 favor, 96 against kata-- to refrain from the procedure for providing confidence vote to be held next week in parliament to allow the preservative Mariano Rajoy, who shall exercise the governance of the country by the end of 2011, to form a minority government this time.
