EU: Proposal for setting up a European border guard coastguard
The proposal for the establishment of a European border guard coastguard to patrol the EU's external borders is expected to present the European Commission today.
Noting that the refugee crisis has highlighted the weaknesses of the present system of control of the external borders of the EU and the lack of coordination between Member States, the Commission proposes the creation of a European agency for border surveillance, which will replace the FRONTEX.
According to the draft Commission proposal, Member States could be addressed in this new institution if they are facing a serious problem at their borders.
Only in exceptional cases, in crisis situations at the external borders if a Member State is not able to cope with the crisis, that body can intervene immediately sending staff to guard the border.
The European Agency for guarding borders will employ around 1500 people who will come from national customs, while its cost is expected to reach 280 million. Per year, ie twice compared to the annual cost of FRONTEX.
O new agency border control will constantly analyze the situation at the external borders of the EU, in order to avert crises will have the authority to cooperate with third countries, in particular the Western Balkans, will assist in the identification and fingerprinting of immigrants .
While at the same time it helps in the process return to their countries of origin of those immigrants whose asylum application is rejected.
H Commission proposal should be approved by the European Parliament and the EU Council and is expected to face strong resistance from certain member states.
According to diplomatic sources, the Commission's proposal despite the support of Germany and France, have already caused mixed reactions from member states a portion who consider that such a solution is an allocation of part of their sovereignty.
Besides adhering to the Commission's proposal to create a European border coastguard, the Commission's vice-France Timmermans argued in the Flemish newspaper «De Morgen" that better border protection will greatly ease the pressure on Europe.
"More and more, those who come to Europe are not Syrians who want to avoid war, but immigrants from Morocco, Pakistan and Bangladesh. Immigrants are clearly not entitled to protection. "
Regarding the situation in Greek-Turkish sea borders, Ph. Timmermans stressed that "experience shows that if one waits too long, the situation gets completely out of control.
"The border between Greece and Turkey are Europe's borders. So it is more than logical that keeping it is a collective responsibility. It can not continue this situation.
We have a massive problem with our external borders, otherwise they would not have reached nearly one million people in the German border last eleven months, "said the Dutchman Commissioner.
Finally, the commissioner responsible for immigration and home affairs, Dimitris Avramopoulos recently supported by Rome that Member States "not ready" to deal with the huge influx of asylum seekers and "can not act alone."
"We need something more complete and better structured than the tools we currently have at our disposal," said D. Avramopoulos, describing the Commission proposal 'bold plan'.
