The UN Secretary General urged the General Assembly to convene an emergency session on Syria


The United Nations Secretary General (UN) Ban Ki-moon urged the General Assembly yesterday to convene a rare emergency and a special session on Syria to overcome the deadlock in the Security Council has ceased all activity of the organization to put an end to six years war.

In accordance with a resolution of 1950, the General Assembly, comprising 193 member countries, may be urgently convened to consider an issue "in order to make the necessary recommendations to Members for collective measures" if they fail to take action in the Security Council.

"We invite everyone to cooperate and to fulfill your collective responsibility to protect", Ban said. "I regret that the Security Council has failed to perform its responsibilities to maintain peace and security in Syria," he added.

Russia, an ally of Syria providing military support to the Syrian government for a year, has five veto Security Council resolutions on Syria since 2011. China also vetoed the first four resolutions.

Ban and the UN special envoy to Syria Stafa de Mistoura informally informed the General Assembly yesterday, at the request of Canada and at least one third of the organization's members. In the letter requested information, Canada said that one of the purposes of the informal meeting will be to see if there is enough support for an emergency special session.

Such a meeting may be called by a simple majority of the General Assembly or 9 of the Security Council, which is 15 members. In the history of the organization only 10 such sessions have been convened, and the last time was in 2009 for Israeli operations in the occupied territories of Palestine.
