The President of the European Council Donald Tusk will present in February a draft agreement with Britain regarding the demands of London to the UK to remain a member state of the European Union, according to a letter to the 28 which was published today.
"At the European Council (en Summit) December (SS will take place the weekend of 17 to 18) is expected to provide answers to all political dilemmas regarding this process. Following a substantive political discussion, we should be able to prepare a concrete proposal to be adopted in February, "says the letter of the president of the EU.
The "most sensitive" issue relates to social benefits received by immigrants from other EU Member States to Britain, he said Tusk, who chairs summits.
So far there is "no consensus" on the requirement of London citizens the EU member-States to live in the UK for a period of four years before they become entitled to receive benefits or access to services such as social housing, he explained.
Many European leaders have held that such an arrangement would be in breach of Community law, which provides that no discrimination shall be made against nationals of Member States.
Disagreements persist as regards the question of free movement of persons.
As regards the euro area, it is studied the creation of a mechanism which would allow Member States of the EU that have not adopted the single currency to express their concerns and are "taken into account" but do not give them the right to veto, according to the letter.
British Prime Minister David Cameron has called on the EU to recognize that it is a grouping of several currencies and not at a competitive disadvantage in states that have not adopted the single currency.
The discussion continued on issues such as that of competition, where "everybody agrees" by Tusk, but also in what concerns the other requirements of London, such as the simplification of regulations and exemptions from the obligation to incorporate a " compound that does not cease to become closer. "
"The extent of the changes required means that it will take time" to reach an agreement on the reforms that wants London, remarked a representative of the number 10 of Downing Street after the publication of Tusk letter.
David Cameron is committed to a referendum in the UK to stay or not in the EU before the end of 2017. Cameron had stated the demands of the November 10, nearly three years after the decision to resort to the popular mandate .
Bilateral contacts have increased significantly since mid-November at the ambassadorial level.
"The uncertainty surrounding the future of the UK within the European Union is a destabilizing factor," Tusk argued in his letter. "For this we need to find a way to reassure the British concerns as soon as possible."
The spokesman Cameron welcomed the letter from Tusk-the conservative former prime minister of Poland-who made clear its "strong resolve" of the agreement and assured that it will act as an "honest broker". The representative acknowledged that there are issues that are more difficult than others.
"We need to be strong and united. It is in our common interest and in the interests of each and all EU Member States. The UK has played a constructive and important role in developing the European Union and I am sure will continue to do so in the future, "he noted in his letter Tusk.
